ODI Fellowship Scheme for International Postgraduate Economists, 2014/16

Applications are invited for ODI Fellowship Scheme available for young postgraduate economists to work in the public sectors of developing countries. The Fellowship Scheme is a recruitment programme for postgraduate economists and statisticians. Fellowship provides the practical work experience in a developing country. ODI Fellowships are awarded annually for a two-year period.  Application should be submitted till 17th December 2013.

Scholarship Provider: Department for International Development (DFID) in the UK, AusAID and the World Bank Trust Fund, AusAID, the Commonwealth and governments of the Scheme’s member countries and their trust funds.

Eligibility:

-An overview of the skills and experience you need to apply for a post as an ODI Fellow.
-Degree in economics, statistics or related field
-Postgraduate degree in economics, statistics or related field
-Ability to commit to a two-year assignment


Scholarship Open for Students of Following Countries: Applicants of any nationality can apply for postgraduate fellowship.


Scholarship Description: Governments often face capacity problems and view the Scheme as an effective means of employing well-qualified and highly motivated economists. Fellows become line employees within the civil service making this a highly flexible form of technical support. The host government draws up Terms of Reference for each two-year posting. The success of the Scheme and the respect it has gained from governments is demonstrated by the consistently high demand for Fellows and by the degree of responsibility often entrusted to Fellows.


Duration of award(s): ODI Fellowships are awarded annually for a two-year period.
What does it cover? The precise division of responsibilities is normally as follows:

The local employer is responsible for:


-Paying the salary for the post which would be payable to a locally recruited national with similar qualifications and experience.
-Providing similar conditions of service (e.g. accommodation, end-of-contract gratuity, leave, travel allowance on duty, medical treatment, vehicle purchase loan) as for national staff in similar grades.
-Contracts of employment between the host government and individual Fellows determine the Fellow’s salary and other terms and conditions of service. These vary from country to country according to the post held, cost of living and other local factors.

ODI is responsible for:


-Recruitment and selection of Fellows; arranging placements; providing Fellows’ pre-departure briefing and allowances.
-Paying monthly supplementation which takes into account local income and costs. Supplementation is designed to absorb the extra cost of living in the local country and is revised annually.
-Fellows’ passage and baggage expenses at the start and end of the two-year contract.
-Medical emergency insurance cover in post.


Total emoluments, including supplementation and gratuity, at presently amount to around £21,000 per annum (2012).


Selection Criteria: Considerable emphasis is placed on personal contact and discussion both at the selection stage and in the careful matching of Fellows to posts.
Notification: Short-listed applicants are invited on late January to attend selection board.
